Since first getting a phone with the Dynamic Island when it originally appeared I’ve never been able to swipe down over it to pull down the Lock Screen/Notification Center. I have always swiped down over the time display to the left of the DI. That always works.
See, that's the thing-- Apple certainly intends for users to still be able to swipe down above dynamic island, at least according to their support docs:

Notification Center shows your notifications history, allowing you to scroll back and see what you've missed. There are two ways to see your alerts from the Notification Center:- From the Lock Screen, swipe up from the middle of the screen.
- From any other screen, swipe down from the center of the top of your screen.
