you cant see the new watch update if you have developer beta selected. maybe x.1 is coming real soon.
Public releases/updates are not detected if your running either dev or PC beta choice. There doesn't need to be an update it the RC became the public release. (same build). Yes a 17.1 beta is expected early next week.

There must've been something important they wanted to get out before the 15 starts becoming available in a few hours.

Actually I always ignore the pubic releases if I am on the beta selection. The beta will usually encompass those security aspects as well as offer much more then a patch release even if I have to wait a few days more.
But you don't have a beta? "The beta will usually encompass those security aspects." It's up yo you, but I can see no reason not to :)

I doubt it, just last moment security improvements for both older and the new iPhone 15 series not incorporated into iOS 17.0 release.

The software, which is build 21A340, can be downloaded on eligible iPhones and iPads over-the-air by going to Settings > General > Software Update. There is a separate iOS 17.0.2 update (build 21A350) that will be available for iPhone 15 and iPhone 15 Pro models.

Most here are patient enough not to mix beta releases with public releases.* Of course you can, but I have never been impacted by a security vulnerability immediately. Some of these changes could be from months ago that are just getting implemented/patched. Hense waiting a few days for the 17.1 beta 1 is no big deal. ;)

*Assuming you are a beta tester versus a normal consumer relying on public releases/patches.

I was looking back at the speculation thread from Ios 16 and it looks like we had a 16.0.2 as well but then nothing else until 16.1

I'm confused - I'm on the dev beta and can't see the 0.1 update. Is it only for public/public beta?
