Can't wait for 17.4 so all of these side loading questions can be answered... Will it be limited to EU? Are the reports true that Apple will still review each app and charge for it? <----- Doesn't that defeat the whole purpose of this regulation? How will this be implemented......... A .4 release is usually pretty boring but this time around its exciting. Cant wait!
It's going to be allowed in NA and UK for sure. Apple will likely charge a fee to "verify" a third-party .IPA, but it won't be mandatory, and it doesn't go against the regulation. It will require you to enable developer mode which is already in the settings. I was talking to my team about this yesterday, we work for a large app development company and this is what they are expecting.

Yes that's correct. It's the same way they do it with Mac OS apps. They have a "Verified developer app" or "Unidentified developer app"

On a Mac, though, you can always Right Click on an app and select Open if it's not Verified. I wonder how that'd work on iOS or iPadOS?

I'm guessing it will require a few extra steps to install the unverified app but they can't stop you from doing so.

This makes sense to me. It’s similar to the system already in place on macOS, just with a commission attached and potentially a review process for verified apps, which makes a lot of sense. Then they could add extra toggles you need to switch to allow unverified apps, and give you popups warning you that this app may contain malware and hasn’t been reviewed. And with a system like this, I would think they may just implement it worldwide rather than region-locking it. Since they’ll still collect a commission from verified apps and most developers will want their apps to be verified so that customers are more comfortable with installing their apps.

I tend to think it won’t be in a beta per se, but rather implemented via a sever side switch at the last possible moment. How would anyone test it?

It depends on how they implement sideloading. If there are security toggles to switch on or off in Settings, then those would likely need to go through a beta process to ensure they function properly. And if the latest reports are accurate, they may be preparing to implement an approach similar to macOS app sideloading with a verified developer and unverified developer system. Verified apps would be simpler to sideload and would be from verified developers and possibly go through an app review process to verify there’s no malware in the app. This would likely be paid for by developers who want verification via a commission. Unverified apps would likely still be able to be installed, but would throw up more red flags and popups telling consumers the app is from an unverified source, hasn’t been reviewed, and may contain malware. The consumer would probably have to toggle a couple settings to allow it to install anyways, and they’d be informed of the risks of doing so. This at least what I think is the most likely way that Apple will implement sideloading, and I think they’ll probably just release it worldwide. Most developers will want their apps to be verified, and so Apple will still make a commission on those apps, but others that don’t want verification will be able to opt out, but also likely won’t be trusted by most consumers because they’re not verified. This is basically the way it is currently on macOS, but with a commission-based verification system for apps, which would also lead to greater security.

OK. Although I’ve participated in the sideloading discussion here, I think it’s time to move this to another thread. It’s speculation, sure, but it’s too much on one topic (which means it deserves its own thread).
It’s one of the most noteworthy rumored features of iOS 17.4. I think it makes plenty of sense to discuss it in the speculation thread.

We have never treated the speculation thread as a place to discuss features - speculative or not - in such great depth. It’s to discuss anticipated timing of new releases and to speculate in general terms about upcoming features.

Omg, I'm actually quite excited for this one! Also hoping macOS will bring the Music widget (I'm kinda feeling it).

Update: Looks like macOS won't be out today...
