the reason its not likely today is the new iPads will have code in the 17.4 release version to the public, so they would wait until the iPads are announced before realising 17.4 to the public, it will be a new build than the RC we have now

I can't see final not releasing this week as their response to Spotify states the following.

Apple is set to comply with the DMA in days, and our plans include changes to the rules challenged here.

Seeing the cadence of RC releases today, my further guess is that Apple released the iOS/iPadOS 17.4 RC last week by themselves so that (A) they would be the only thing developers and testers were flyspecking, as there is no possibility for a delayed release and (B) to avoid clogging up the distribution servers by releasing all today, including the iOS RC, which probably is the largest install base.
 
Still weird that no iOS 17.4 RC2 is coming out today, as Apple announced they would re-enable Progressive Web Apps in the final version for EU customers. So they can either enable that server-side, or they just skip the RC2 and make a final version that is different from the first RC.
