I really expected a 9 AM Eastern press release announcing new iPads. Hence clearing the way for 17.4 today to comply with the deadlines. So far I was 100% wrong on this one lol.
It’s too early for any kind of announcement from Apple, it’s only about 7:30 Cupertino time.

Yet they are already a few hours behind if we compare it with yesterday’s MBA announcement.

As far as OS release times are concerned, we are still at least 1:45 hrs early.

As to the point some people have made that new iPads haven’t been announced yet, so we probably won’t see an iOS 17.4 release today, I’d say this is making several assumptions. One, I don’t think there’s a consistent time of day when Apple typically announces new products via press release, unlike with software updates which almost always consistently drop at around 10:00 Cupertino time. So it’s very possible they could be planning on releasing iOS 17.4 today, and announcing new iPads either simultaneously, or release iOS 17.4, and announce new iPads later in the day. I doubt everyone will be able to figure out all of the new hardware and features of the new iPads just within an hour or two with the public version of iOS 17.4 (actually iPadOS 17.4 in this case), but maybe they could. 🤷🏼‍♂️. Hopefully we’ll see shortly. There’s also the possibility that new iPads launch later with a 17.4.1 update.

Or they could release iOS/iPadOS 17.4 today, and launch iPads later this week with a Day 1 update to the final build of 17.4. It is very common for new iPhones to launch this way.

Mark Gurman indicated the other day that there would be a “special” 17.4 accompanying the iPad release (say 17.4.1). That makes sense and will allow for 17.4 to be released today (and it will be released today) without compromising the specs for the new iPads.

Apple typically times its new product press releases for about 5:30 AM Pacific time, likely for US stock market opening purposes. That did not happen today, so I think it highly unlikely that we would see a release for the iPads at any point today.

He said we wouldn't get the special release until the end of the month though

I’m not 100% certain iPadOS will be released today as it’s not impacted by the DMA.

It seems possible that the development of iOS and iPadOS are so intertwined that they had to put both of them into release candidate at the same time

The law enters at 00:00 on March 6, that is, in 5 hours. And the European Commission already warned that they were prepared to open files on any company that fails to comply from minute 0, and these are high percentages of the benefits that Apple is not willing to lose by delaying a launch that it already has ready.
