I think it’s pretty apparent that this is either a server side thing or can be reenabled by ticking a flag in the developer (Apple’s) configuration settings.

No need for a separate RC to redeploy an existing feature.

Well, no RC2, but the final version doesn't correspond to the RC. So they probably still had to compile something for that.
