It seems like they fixed a few bugs with the podcasts app that I was experiencing with B3:
  • The icon for the sleep timer is no longer invisible, it shows up as a crescent moon in the bottom center of the now playing screen.
  • Finishing the download of a new episode while listening to a podcast no longer makes the episode you're listening to skip backwards for a few seconds.
  • I was having an issue where the app would sometimes switch to a different episode in the queue at random. It will take time to tell for sure but it hasn't happened to me yet on this beta and my bug report for this was closed yesterday.

It's up to 3rd party apps to fix crashing on new versions of iOS. And they are not allowed to put out updates in the App Store that support the new iOS until that version releases.
Seems like some might start working simply with a new beta update. I've had a couple of apps that almost immediately would crash upon launching in public beta 1, and now without any new updates to those apps, one of them is working fine after I installed developer beta 4.

I am getting the vibration when siri is activated. Instagram & snapchat videos working. Camera icon on lock screen present. Still looking for everyone else's issues reported.

I know that's the official word, but they always allow apps that update to support the beta's. (look at Dropbox's most recent release notes)
Developers can support a beta by using hacks and other tricks but they cannot suport a beta that had new API's as they can't upload if they're using a new XCode version that goes with the new OS release. That's the difference.

Basically, no new OS features can be supported before a public release (non-beta) because the beta version of XCode won't upload.

I have noticed that the push to record voice in messages is not working. Not the keyboard mic, mind you, but the mic on the far right where you normally hit the send button after a message is composed. Iphone 6 running developer beta 4

I am no longer able to use the Mail app, I open it up and after about 3-5 seconds it instantly crashes, does this every time no matter what. I'm able to erase an email or 2 before it crashes each time.

I had a similar issue on El Capitan with Contacts. I disabled/removed all accounts temporarily and it worked. There was a configuration problem that prompted the crash, so you might want to check that out.

According to the Release notes:

Known Issues
  • When recording audio messages, the audio glyphs are not shown. This occurs in both quick reply and in the Messages app.

  • When you send an audio message, it may be difficult to begin playback.

Working properly for me.

Siri doesn't beep when you prompt it.

Its supposed to do that now. Two quick vibrations when holding down the home button. The two beeps is now for when using with headphones and Hey Siri. It's been this way now for a while on iOS 9.

My guess is so that the beeping for Siri doesn't annoy people when out in public. You feel it or hear it with headphones.

In 8.4 I could change the video recording quality from within the camera app just to the right of the shutter button. I could change the slo-mo speed as well, by touching the "speed" setting and toggling back and forth. Both are gone in 9. The only place to change this now is in settings unless I missed something.

What issue is/was that?

The Require Passcode timer is set to 'require immediately' no matter what setting you have it on. Try setting the time to one hour, then lock your phone and unlock it. Does it require passcode immediately still?

Yes this now has to be done in settings for some unknown reason...further dumbing down/mistrust of users

You're not missing anything. Those options were just moved for some reason. I agree it seems silly to not be able to change that within the app anymore and have to dig into settings.

But the tone is still heard on the iPad, even on mute... so....
it's because there's no vibrate on the iPad?

Some of iCloud's features (I have noticed it specifically with Safari Bookmarks and Reading List) are only synced between my iPhone and iPad but not to the Mac and vice-versa. Anyone noticed the same issue?
