Not exactly, for a full BigSur BaseSystem installer you need to download a 12 GB InstallAssistant pkg, then open it to unpack to Applications folder as "Install macOS Big Sur.app", then make through createinstallmedia a stock "Install macOS Big Sur" drive (instead of an USB drive 16 GB, you can use also a faster 20 GB HFS+ partition on an hard disk), then you can apply BaseSystem Legacy USB fix and fix2 , at reboot you should notice another icon for BigSur Installer, that is the full installer with BigSurFixes.
So I guess the BigSur installing test you made were from an incomplete BigSur Installer, anyway you can still use OpenCoreAPFSloader3 (for DDR2 RAM Mac) to detect any hidden APFS volumes.
