Did you have continuity working before? If so, you may already be setup. It looks on the iPad very similar to the old feature. On the iPhone, look under calls on other devices and see if your iPad is not already listed. Also, put your phone in airplane mode and make a test call using facetime on your iPad.
Otherwise, the code comes from the carrier which may be overwhelmed at the moment but I'm just taking a guess. I do recall having to setup the iPad with an extra step but keep trying. I completed my setup during Beta 2 and left it since then and it has continued to work so details unfortunately are cloudy at the moment.
Update: Testing my iPad, I do not have Numbersync active at the moment. Working on it now.
Update 2: Fixed. I turned off Calls from iPhone on my iPad, I turned off Allow Calls On: iPad in my phone settings. I went to another setting and came back to Facetime on my iPad. I was given an updated menu that said Turn on WiFi Calling. I did, received a code that I entered on my iPhone, and was given a few boxes to verify address on my iPad. Setup complete again and working.
@gsmornot, thank you for your help with this! I tried your suggestions and sadly it's still not working on my iPad It's working fine on my Macbook Pro, oddly enough. Whenever I go into FaceTime > Calls from iPhone, and select "Upgrade to Wifi Calling," I get the warning popup that says "Upgrade to Wifi Calling?" I tap Enable, and then nothing else happens on my iPad. My iPhone gets the box where I'm supposed to enter in the six-digit code, but no window with the code appears on the iPad. It's so odd! I'll keep trying it...

With update 9.2 Beta 2 we now have WiFi calling on all iCloud connected devices. Just doing some testing after setup with my iPad and Apple Watch and it works great. With my phone in airplane mode I can start and have a call via my watch or iPad over my WiFi network.
To setup, settings-phone-wifi calling and turn on the option to allow other devices following a short AT&T setup. Then on iPad and Watch app switch on the service. With the iPad I had to enter a code on my phone similar to the first time I allowed calls to-from the iPad. Now, calls can be made from anywhere with the phone nearby or not. I have not tested yet with other features but thought I would start the discussion on this first.
Please let me know if you are successful! I'd like to get get it working on my 2011!AGH! Have been smacking around my 2011 MBP trying to get the NumberSync prompt to show up in FaceTime! Now, I know it was nothing I was doing wrong.
On a related note, I have replaced the Airport Card in this machine to the 2012 version and used the Continuity Activation tool to enable full Handoff/Continuity and that works beautifully. I am going to head over the CAT thread and see if anyone over there can code a trick to get NumberSync working this way.
Do you have AT&T? Have to ask. If so, try opening settings and going to general-about to see if you're pushed a new carrier update.I updated to 9.2 on my 6s, and not seeing the option. Only seeing the "nearby" option.
