All good. But it still applies, even it it's a subscription, the underlying code needs to be there. So there will be a software update to include. This has been the case in the past subscriptions. Even apple pay needs a certain .x release to enable it to some countries.

Apple News was iOS 9, not 8.4.
I made a typo, meant to type 12.2, not 13.2. It was not something we could access in the Beta, so the code was in it, but not visible to us.

You are probably mixing up that Canada started to get Apple News (standard, not plus) in the betas for 12.2.
Therefore, it could already be in the code and we just don't see it. Either way, subscriptions are not something they need to beta test. I know from my own work, how we deal with subscriptions for services and you're making way more of this than is needed.
No idea why you're bringing Apple Pay into this, as that's not remotely the same as a subscription tier.
The only valid point from you is about Apple Fitness+, which will most likely be in 14.3, and again, it's not clear if they need to beta test this with Developers or not. 14.3 is likely coming in December, probably mid December.
